Yogyakarta-Policy applied by the government to both central and regional government, alleged to be lack of wisdom carried out by local community, so people are still difficult to accept alternative given by the government which is seen obligation.

It was issued in informal discussion and photography competition awards held by Lazismu and Disaster Management Agency at the central leadership of Muhammadiyah office Jl. Cik Di Tiro No. 23 Yogyakarta (18/06/2011). People attended as speakers in the Workshop: Muhammad Nasir from Jalin Merapi, Arif Nurkholis from PP Muhammadiyah Disaster Management Agency, and Eko Prasetyo from PUSHAM UII. Arif Nurkholis from Muhammadiyah said, at the time local governments through BPBD found it difficult to socialize about the relocation of disaster-prone regions, when relocation was clearly indispensable to save lives and property of local people. "The government is difficult to explain with the local language about the importance of relocation for the people who live around the disaster-prone areas, it implies that the government still needs to explore and listen to the people, and do not uphold the theories of disaster," he explained.

Muhammad Nasir from Jalin Merapi told, during emergency situation from eruption of Mount Merapi, particularly in areas like Klaten, the community was ready with displacement equipments. "People in some villages have been told to prepare for the equipements needed by villagers to evacuate neighbors. Residents have been proven to have wisdom in dealing with disasters without having standard SOP from the government, so the government should also lots to see and accept this input as a formula to make the policy, "he said.

Meanwhile, Eko Prasetyo from PUSHAM UII figures said that the importance of leadership and patience in communicating to the communities affected. Eko pointed out, some good mayors of Yogyakarta and Solo had experienced difficult to relocate the market that had long occupied as a primary income. "Taman Pintar Yogyakarta successfully move so many traders both book and fruit, with no significant turmoil, the experience could be a lesson to be taken in case of disaster," he explained. Figure of leader according to Eko, equally important, it could be seen from figures like Mahmoud Ahmadinejad, who were successful went up to the reins of president, one of the factor was his successful management in handling disaster when he became mayor of Tehran.

In the discussion, Muhammad Nasir saw that emergence of conflicts among victims of Merapi for their land borders which was currently lost due to the eruption of Merapi, it gave more homework for the government about allowance for victims of Merapi, which once received was different from the previous appointment, and he explained that the reconstruction of houses damaged money that is currently growing pointless. According to Nasir, when the government seemed to break promise, then people could be blamed for not trusting all the logical reasons built by the government to relocate residents.
