-Muhammadiyah Central Executive General Chairman Spoke at ITB

BANDUNG – The General Chairman of Muhammadiyah Central Executive, Prof. Dr. Din Syamsuddin became one of keynote speakers on the National Seminar on the Impact of the Cancellation of Law Number 7 of 2004 (Seminar Nasional tentang  Dampak Pembatalan UU No 7 Th 2004), about Water Resources. The event was held at Aula Barat Kampus ITB, Bandung (04/15/2015). The seminar was held by Fakultas Teknologi Air Tanah of ITB in collaboration with Perhimpunan Ahli Air Tanah Indonesia, presenting Prof. Surono, the Head of Badan Geologi Nasional, the General Director of Sumber Daya Air Kementerian PUPR, Kadin ESDM Pemprov West Java, and Kadin Perindustrian dan Energi Pemprov DKI Jakarta, and the Head of ASPADIN. Prof. Lambok Hutasoit from ITB became the moderator of the seminar.

ITB intentionally invited the General Chairman of PP Muhammadiyah on demand of explanation about the reason Muhammadiyah Central Executive filed a protest on UU SDA to Constitutional Council (MK). As it was known that MK had granted the request of PP Muhammadiyah and other social organizations on UU SDA in general. As a result, the Law was pronounced cancelled and the previous Law, which was the Law number 11 of 1974 on Irrigation (UU No 11 Th 1974 tentang Pengairan) was temporarily implemented.

Din Syamsuddin, within his presentation, explained that judicial review towards a number of Laws was part of Jihad Konstitusi to straighten the Nation Qibla. This was, Din continued, a form of the implementation of amar makruf nahi munkar politics that became one of the characteristics of Muhammadiyah. Jihad Konstitusi was the message from the 46th Muktamar Muhammadiyah in Yogyakarta on 2010. Since 2011, Muhammadiyah Central Executive, which was led directly by General Chairman Din Syamsuddin, had done judicial review to Law for oil and gas, which most part of the main articles were ratified by MK, and then to UU SDA that were completely ratified. There were some other prosecuted Laws, which were Laws especially related to Muhammadiyah such as Laws on Hospital Policy, Laws on Social Organization, which both were approved by MK.

In many chances, Din explained that Jihad Konstitusi could not stop. Then, on April 20, 2015, PP Muhammadiyah would file a protest on three more Laws. They were Laws on Exchange Traffic System and Exchange System (UU tentang Sistem Lalu Lintas Devisa dan Sistem Nilai Tukar), Laws on Investment (UU tentang  Penanaman Modal), and Laws on Electricity (UU tentang Ketenagalistrikan). According to Muhammadiyah, three of them were against the Constitution (UUD 1945), especially Article 33. This, as stated by Din, had destroyed the sovereignty of the Nation and harmed the people. It would also only open the door to economy liberalism that encouraged neo-imperialism and neo-colonialism in Indonesia. Jihad Konstitusi could not stop because there were approximately 115 Laws since Reformation Era that deviated from the Constitutions, and the process of formulating was highly influenced by the third party.

The National Seminar that was held at ITB appreciated the presentation done by the General Chairman of PP Muhammadiyah, Din Syamsuddin. As it was delivered by Prof. Sudarto Notosiswoyo, the Chief of Seminar Steering Committee, the confirmation by the General Chairman of PP Muhammadiyah Din Syamsuddin was an important moral commitment for the life of the Nation.
